HE BEGAN HIS LAW ENFORCEMENT CAREER IN DECEMBER OF 1994 AS A RESERVE OFFICER WITH THE MELBOURNE POLICE DEPARTMENT ON MAY 1ST, 1995.

HE WAS HIRED AS A FULL-TIME POLICE OFFICER AND ASSIGNED TO THE NIGHT SHIFT PATROL DIVISION UNTIL 2001.

HE WAS THEN ASSIGNED TO THE DAY WORK SHIFT UNTIL 2006.

DURING HIS TIME ON PATROL OFFICER PALMER GAINED VALUABLE EXPERIENCE AS AN AUXILIARY AUXILIARY BOAT OPERATOR AND IS A MEMBER OF THE DIVE RECOVERY TEAM WHERE HE HAS PROUDLY SERVED FOR 25 YEARS.

I DIDN'T KNOW THAT.

SO THAT'S PRETTY A PRETTY MAJOR ACCOMPLISHMENT TOO.

UM, IN 2006, HE WAS SELECTED FOR THE MARINE UNIT WHERE HE SERVED FOR 13 YEARS.

DURING HIS TENURE, HE PLAYED A CRITICAL ROLE IN CUSTOMIZING THE DEPARTMENT'S POLICE BOAT AND DIVE RECOVERY TRAILER.

UM, YOU, HE ALSO WORKED DILIGENTLY TO ADDRESS MANY COMPLEX ISSUES WITH THE FLORIDA WILDLIFE COM COMMISSION, COMMUNITY MEMBERS AND THE STATE'S ATTORNEY'S OFFICE.

IN JUNE OF 2019, HE WAS SELECTED AS THE COMMUNITY RESOURCE OFFICER.

HE WAS ASSIGNED TO THE BABCOCK STREET CORRIDOR, CRA WHERE YOU, WHERE HE SERVED UNTIL AUGUST OF 2024 TILL LAST YEAR.

HE WAS THEN ASSIGNED TO MELBOURNE HIGH SCHOOL AS A SCHOOL RESOURCE OFFICER WHERE YOU CONTINUE TO SERVE TODAY AND USED TO SEE YOU A LOT MORE IN CITY HALL.

BUT YEAH.

SO, JOINING OFFICER PALMER THIS EVENING IS HIS WIFE KATE, HIS SON'S CARTER AND CAMERON.

AND HE'S SUPPORTED BY HIS MOTHER AND STEPFATHER, CAROL AND WILLIAM.

AND I JUST WANTED TO LET EVERYONE KNOW THAT WE DID RESOLVE THE ISSUE.

BUT THE SUBDIVISION PLAT THAT WAS APPROVED BY COUNSEL IN 2020 DIDN'T ANTICIPATE WATERFRONT PROPERTIES.

UM, THE CITY NEGOTIATED FINAL CONTRACT AMOUNT OF 7 48, 2 46 AND 75 WITH THE SCALER CONSULTING GROUP.

THE CITY HAS HAD A HISTORICAL, UM, UNDERSTANDING WHAT THE PROPERTY DEVELOPMENT AS OCCURS OUT THERE TO EXTEND THE SEWER AT A GREATER DEPTH THAN WHAT EACH INDIVIDUAL PROPERTY WOULD NEED, THEREFORE ALLOWING US TO EXTEND THAT SEWER AND THAT IN ONE DISTRICT TO, UH, HOPEFULLY GET THOSE PROPERTIES OFF OF SEPTIC TANKS OR PREVENT THEM FROM GOING ON SEPTIC TANKS AS THEY MOVE FORWARD.

UH, SO JUST BRIEFLY, UH, WE HAVE AN AVALOR TAX ABATEMENT PROGRAM AT THE CITY.

WE'VE HAD FOR A NUMBER OF YEARS, A NUMBER OF COMPANIES HAVE USED THIS A VT PROGRAM.

UM, AND WE DO REQUIRE ANYBODY, UM, THAT IS, UM, UTILIZING THE PROGRAM TO DO AN ANNUAL REPORT TO THE CITY.

AND WE THEN, UH, LOOK AT THAT INFORMATION TO ASSURE THAT THE COMPANY CONTINUES TO MEET THE STATUTORY DEFINITIONS AS A NEW OR, UM, EXPANDING, UM, BUSINESS AS DEFINED BY FLORIDA STATUTE.

SO THAT'S AN ANNUAL PROCESS, UM, THAT WE'VE DONE FOR A NUMBER OF YEARS.

UM, THE STAFF MEMO INCLUDES BASICALLY THAT ANNUAL REPORT.

WE WERE, WE'RE DOWN TO TWO COMPANIES RIGHT NOW.

THERE'S BEEN YEARS WHERE WE HAD A LOT MORE THAT WERE BEING TRACKED.

UM, BUT BASICALLY WE LOOK AT, UM, WHEN THE COMPANY CAME IN AND SAID, WE'RE GONNA BUILD X AMOUNT OF BUILDING, HAVE X NUMBER OF JOBS THAT PAY X WAGES.

UM, WE REVIEW THEM TO MAKE SURE THAT THEY'RE ACTUALLY DOING WHAT THEY SAID THEY WOULD DO.

AND, UM, THAT'S A, IT'S A FAIRLY INTENSIVE REVIEW TOO.

IT, IT, IT, IT'S NOT JUST SOMEBODY WRITING NUMBERS ON A PIECE OF PAPER.

THERE'S VERIFICATION THAT'S DONE, UM, BY MR. DOMBROSKI IN, IN THE OFFICE.

UM, SO L THREE HARRIS, UM, CAME THROUGH BACK IN 2015, AND THEY HAVE, UH, THEY HAVE DONE ALL THE, THEY TOLD US THEY WOULD DO, UM, THIS IS THE HEADQUARTERS BUILDING THERE ON NASA BOULEVARD.

AND IT WAS NEVER A NEW BUILDING.

UM, IT WAS GONNA BE REMODELING AND ENHANCING THE BUILDING THAT WAS THERE.

UM, THERE WAS THE PROMISE OF AT LEAST, UM, 10 NEW JOBS, UM, THAT WOULD BE COMING IN.

THEY HAVE ACTUALLY FAR EXCEEDED THAT.

UM, SO THEY'VE HAD THEIR JOB CREATION, THEY'VE MET THEIR WAGE COMMITMENT, THEY'VE MET THEIR CAPITAL.

UM, HOWEVER, IN THIS CASE, AN AVALOR AND TAX EXEMPTION ONLY APPLIES TO THAT NEW VALUATION.

SO THE EXISTING BUILDING THAT WAS THERE PRIOR TO 2015, THAT VALUE CAN'T BE EXEMPTED.

BUT THE NEW VALUE FROM THE REMODELING, UM, COULD HAVE BEEN, HOWEVER, THE PROPERTY APPRAISER NEVER SHOWED AN INCREASE, UM, IN THE PROPERTY VALUATION, UM, FROM THAT REMODELING.

UM, NOR THE TANGIBLE PROPERTY, UM, EQUIPMENT AND THINGS LIKE THAT THAT THEY HAD BROUGHT INTO SITE.

SO ESSENTIALLY THERE'S BEEN NO BENEFIT TO L THREE HARRIS TO CONTINUE THROUGH THE PROGRAM.

UM, THERE'S BEEN, THERE'S BEEN THE BENEFIT TO THE CITY OF NEW EMPLOYEES.

HOWEVER, OUR, YOU KNOW, PROPERTY VALUATION DID NOT INCREASE, UM, BECAUSE IT'S NOT REALLY RECOGNIZED ON THE, THE PROPERTY VALUATION.

SO THEY'VE ASKED THIS YEAR TO NO LONGER BE PART OF THE PROGRAM.

THE PROJECT'S COMPLETE, THEY'VE DONE WHAT THEY'VE DONE, NOTHING'S GONNA CHANGE.

AND SO THE ORDINANCE BEFORE THIS EVENING IS BASICALLY TO, UM, REVOKE THAT, UM, ADD ALARM TAX ABATEMENT FOR THE PROPERTY.

UM, AND WITH THAT, STAFF WOULD RECOMMEND APPROVAL OF ORDINANCE NUMBER 2025 DASH 28.

UM, ANYWAY, CITY CODE, UM, CHAPTER TWO DOES AUTHORIZE, UM, THE THREE OF OUR DEPARTMENTS AND DIVISIONS TO CHARGE FEES FOR DEVELOPMENT RELATED ACTIVITIES.

SO I'M TALKING ABOUT, UM, DEVELOPMENT PLAN REVIEWS, DEVELOPMENT, UM, BUILDING PERMITS, UM, APPLICATIONS TO DO ANNEXATION, LAND USE, AND ZONING.

A LOT OF THE THINGS THAT YOU SAW EARLIER ON THE AGENDA THIS EVENING, UM, ESSENTIALLY THE PEOPLE PAYING THOSE FEES, WE CALL, THEY'RE THE USER, IT'S A USER FEE BECAUSE, UM, THEY'RE COMING IN AND ASKING FOR AN ADDITIONAL, UM, YOU KNOW, REQUIREMENTS OF STAFF.

AND THOSE FEES ARE PAID BY, YOU KNOW, ENGINEERS, ARCHITECTS, DEVELOPERS, PEOPLE THAT ARE USUALLY TRYING TO BUILD SOMETHING, UM, PROPERTY OWNERS, UM, AS WELL.

UM, SO WE LOOK AT THIS AS A USER FEE AND THAT, THAT THEN THE GENERAL TAXPAYER OF THE CITY, YOU KNOW, SHOULDN'T HAVE TO BE FULLY, YOU KNOW, PAYING IN, IN THE COST, YOU KNOW, OF STAFF TIME TO, TO DO THAT.

UM, SO, UM, WE'VE, UM, IN 2019, UM, WE CAME TO CITY COUNCIL.

IT WAS WHEN WE WERE IMPLEMENTING OUR INTER GOV DEVELOPMENT, UM, PERMITTING SYSTEM.

AND WE PROPOSED ADDITIONAL, UM, FEES AT THAT TIME TO COVER OUR OPERATIONAL AND STAFF COSTS.

THERE WAS A VERY IN-DEPTH STUDY DONE IN 2019 THAT LOOKED AT THOSE COSTS.

UM, DURING THAT TIME WE ALSO INSTITUTED A $10, UM, UH, TECHNOLOGY FEE ON EACH BUILDING PERMIT THAT WAS, UM, INTENDED TO HELP OFFSET, UM, THE COST OF THE, UM, INTER GOV SOFTWARE AND IT STAFF SUPPORT, UM, FOR THE, UM, DEVELOPMENT PERMIT REVIEW PROCESS WE DID HAVE IN THAT RESOLUTION THAT WE'D COME BACK IN FIVE YEARS AND RE-LOOK AT THE FEES.

SO IN 2024, WE DID START LOOKING AT THAT AT THE FIVE YEAR, UM, TIMEFRAME.

AND, UM, WE REVIEWED, UM, BASICALLY THE TIME SPENT, UM, BETWEEN ALL THREE DEPARTMENTS ON DEVELOPMENT REVIEW.

AND IT, IT'S GROWN A LOT.

THE INTER GOV SYSTEM IS DEFINITELY A HELP, BUT IT, UM, DOES REQUIRE, YOU KNOW, MORE TIME AND, UM, AND MORE PEOPLE REVIEWING THINGS THAN PREVIOUSLY.

UH, SINCE, UM, WE LOOKED AT THE FIRST FIVE YEARS THERE WAS A, UM, CPI INCREASE OF 21% AND WE'RE REALLY NOW INTO THE SIXTH YEAR.

UM, SO WHAT WE'VE PROPOSED IN THE THIS RESOLUTION IS, IS REALLY ACROSS THE BOARD A 25% INCREASE IN THE DEVELOPMENT FEES.

UM, SO BUILDING PERMITS, PLAN REVIEWS, A ZONING APPLICATION, ALL OF THOSE TYPES OF THINGS, UM, WOULD HAVE THAT INCREASE, UM, OF 25%.

ADDITIONALLY, WE'VE REALLY BEEN TRYING TO LOOK HARDER AT WHERE A LOT OF OUR STAFF TIME IS GETTING CAUGHT UP IN DEALING WITH, UM, DEVELOPMENT.

AND SO WE'VE PROPOSED, UM, SEVERAL NEW FEES, UM, THAT'S TRYING TO CAPTURE SOME OF THAT TIME THAT IS SPENT PURELY ON THE DEVELOPMENT SIDE.

AGAIN, THAT USER FEE TIME, UM, THAT ISN'T JUST YOUR AVERAGE TAXPAYER, IT'S SOMEBODY THAT IS TRYING TO DO, UM, DEVELOPMENT WITHIN

SO WE'RE PROPOSING, UM, A PRE-APPLICATION FEE AND THAT'S PRIMARILY, UM, UH, COMMUNITY DEVELOPMENT AND ENGINEERING.

AND THEN BUILDING IS ALSO SOMETIMES A PART OF THOSE PRE-APPLICATION MEETINGS.

UM, A COMMENT REVIEW MEETING.

UM, SOMETHING THAT DOES HAPPEN OFTEN IS AN ENGINEER, UM, MAY NOT BE UNDERSTANDING COMMENTS AND WANTS TO TAKE ADDITIONAL TIME AND SIT DOWN FACE TO FACE WITH STAFF TO GO THROUGH THEIR COMMENTS.

IT'S ANOTHER, UM, YOU KNOW, UH, AMOUNT OF TIME THAT THAT TAKES OUTTA THE STAFF'S TIME.

UM, AND THEN, UM, A FOURTH PLAN REVIEW FEE.

SO, UM, THAT ALREADY, UM, EXISTS IN OUR ENGINEERING PLAN SCHEDULING, BUT NOT IN COMMUNITY DEVELOPMENT.

BUT IT IS SOMETHING THAT WE ARE SEEING, UM, OVER AND OVER AGAIN IS IT USED TO BE IN THE OLD DAYS, PLANES GOT THROUGH ON TWO OR THREE ROUNDS OF REVIEWS AND NOW, YOU KNOW, WE'RE IN THE FIFTH, SIXTH, SEVENTH, EIGHTH REVIEWS ON MANY, MANY PROJECTS.

AND SO RIGHT NOW IN COMMUNITY DEVELOPMENT, THAT PROJECT'S PAID ONE FEE UP FRONT AND IF THEY DON'T MAKE IT THROUGH IN EIGHT REVIEWS, IT, IT'S STILL THAT ONE PRICE.

SO THIS WILL BE A FEE THAT OCCURS, UM, AT AFTER THE FOURTH REVIEW OR AT THE FOURTH REVIEW.

UM, AND THEN IN ADDITION TO THAT, ONE OF THE OTHER CHANGES THAT HAPPENED SINCE THE INTER GOV IMPLEMENTATION IS THAT, UM, COMMUNITY DEVELOPMENT AND ENGINEERING, UM, WE ALREADY REVIEWED BUILDING PERMITS TO SOME EXTENT, BUT WE WERE REVIEWING, UH, A LOT, MUCH LARGER AMOUNT OF, UM, BUILDING PERMITS NOW AND THE DEVELOPER USERS NOT PAYING FOR THAT TIME.

AND SO WHAT WE'RE TRYING TO DO IS CAPTURE SOME REVENUE BACK IN FROM THOSE BUILDING PERMITS THAT WILL PAY FOR A NEW POSITION THAT IS PROPOSED IN YOUR UPCOMING BUDGET.

UM, BUT WITH A REVENUE SOURCE, UM, OF EIGHT $25.

UM, PER DEPARTMENT COMMUNITY DEVELOPMENT AND ENGINEERING, WE, FOR THE MOST PART REVIEW THE SAME ONES.

ENGINEERING PROBABLY HAS A FEW MORE THAT GETS REVIEWED.

SO THAT'LL BE PAID FOR EACH BUILDING PERMIT FOR OUR REVIEW.

UM, CURRENTLY RIGHT NOW, UM, COMMUNITY DEVELOPMENT AND ENGINEERING, WE BOTH SPEND ABOUT A FULL-TIME EQUIVALENT OF ONE PERSON IN OUR DEPARTMENTS THAT ARE JUST DOING BUILDING PERMIT REVIEWS.

AND WHEN WE STARTED TRACKING THAT AND ADDING THAT UP, IT'S A SIGNIFICANT, UM, AMOUNT OF TIME.

UM, THE IDEA IS THAT WE WOULD SHARE, UM, ONE PERSON THAT WOULD BE THE PERMIT REVIEW.

UM, LAND DEVELOPMENT RE REGULATIONS IS A NOT FLORIDA BUILDING CODE, WHICH BUILDINGS REVIEWING FOR THIS'LL BE THE REVIEW THAT'S DONE BY BOTH OF OUR DEPARTMENTS, UM, FOR THAT.

SO THAT'S THE IDEA, UM, BEHIND THAT.

AND THEN ADDITIONALLY, WE'RE ALSO PROPOSING A $5 INCREASE IN THE TECHNOLOGY FEE FROM WHAT WE HAD ORIGINALLY TO $10 TO A $15, UM, TO GAIN ADDITIONAL IT SUPPORT, UM, TO SUPPORT THE INTER GOV SYSTEM.

UM, WE HAVE PROPOSED IN THIS RESOLUTION, AGAIN, TO COME BACK IN FIVE YEARS AND REVIEW THE FEES AGAIN, NOT SAYING THAT WE COULDN'T COME BACK EARLIER.

UM, AND, UM, WITH THAT ALSO THE AFFORDABLE HOUSING ADVISORY COMMITTEE DID HAVE TO REVIEW THIS BECAUSE THERE IS AN IMPACT TO AFFORDABLE HOUSING BY RAISING THESE FEES.

UM, I REVIEWED THAT WITH THE COMMITTEE.

THEY, UM, VERY MUCH UNDERSTOOD THE REASONING AND THE NEED TO COVER THESE STAFF COSTS.

SO THEY DID UNANIMOUSLY RECOMMEND, UM, APPROVAL OF THE PROPOSED, UM, NEW FEE RESOLUTION.

AND WITH THAT, UM, STAFF FROM ALL THREE OF OUR, UM, DEPARTMENTS WOULD RECOMMEND APPROVAL OF RESOLUTION NUMBER 43 56.
