MY RECOLLECTION WAS THAT COUNCIL MEMBER NEWMAN HAD HAD NOTICED IN A REVIEW OF THE BOARD ATTENDANCE AND OTHER THINGS. ZONING BOARD OF ADJUSTMENT WASN'T MEETING PARTICULARLY REGULARLY AND AND SOME OTHER THINGS. AND SO I THINK IN AN EFFORT FOR CONSOLIDATION AND EFFICIENCY, HE SAW IT. I DON'T WANT TO SPEAK FOR HIM, BUT MY MY RECOLLECTION WAS, IS THAT IT WAS AN INITIATIVE BROUGHT FORWARD BY COUNCIL MEMBER NEWMAN AS A POTENTIAL OPPORTUNITY TO ACHIEVE ADDITIONAL EFFICIENCIES. BUT NO, SIR, THERE ARE NO REQUIREMENTS OF STATE LAW OR OTHER THINGS THAT THAT ARE PUSHING THIS OTHER THAN IT WOULD BE THE PLEASURE OF COUNCIL TO PRESENT IT TO THE VOTERS FOR FOR REFERENDUM ITEM. AND IT GETS A LITTLE MUDDY WHEN WE PUT THAT ON THE BALLOT, YOU KNOW, KIND OF THING. PEOPLE DON'T REALLY UNDERSTAND OR WON'T DO THE RESEARCH BEHIND IT UNLESS WE EDUCATE THEM AS WELL TOO. I MEAN, COMBINING THOSE TWO, WOULD THAT MEAN THAT PLANNING AND ZONING NOW THEY'RE COMBINED AND THE BOARD OF ADJUSTMENT NOW THEY COME TO US. IF IT PASSES THE BALLOT PASSES TO APPEAL A DECISION THAT THAT BOARD COLLECTIVELY HAS MADE. BUT THEORETICALLY, AND WE WOULD HAVE TO REVIEW BOTH, YOU KNOW, THE CHARTER LANGUAGE THAT WE WOULD PROPOSE TO THE TO THE PUBLIC, YOU KNOW, FOR, FOR THEM TO VOTE ON AS WELL AS THE CODE LANGUAGE THAT THAT ACCOMPANIES THAT. YOU KNOW, IF WE CAN TALK THAT THROUGH A LITTLE BIT MORE OR AND I WOULD TELL YOU MORE OF YOUR OPINION, MY, MY PREFERENCE WOULD BE TO REMOVE CITY COUNCIL FROM THE PLANNING AND ZONING BOARD. RIGHT. SO, YOU KNOW, I WOULD SAY THAT, YOU KNOW, EARLY TO MID AUGUST IS PROBABLY AN UNDERLYING DEADLINE TO GET ITEMS TO THE SUPERVISOR OF ELECTION TO EVEN HAVE IT ON THE BALLOT. AND SO A JUNE DISCUSSION ITEM INTO JULY ORDINANCES IS JUST THAT WOULD BE THAT WOULD BE ABOUT THE END OF YOUR OF YOUR UNDERLYING TIME GOING TO COST US. OKAY. AT THAT TIME, COUNCIL DID APPROVE A WAIVER OF COMPETITIVE BIDDING AND PROCUREMENT PROCESSES FROM THE CITY'S PROCUREMENT MANUAL AND GAVE CITY STAFF DIRECTION TO MOVE FORWARD WITH NECESSARY STEPS IN REVIEWING AND PREPARING THIS RESOLUTION THAT YOU HAVE BEFORE YOU THIS EVENING. THAT TOOK A LITTLE BIT LONGER THAN WE WERE EXPECTING. CITY CODE DOES REQUIRE THAT WE HOLD A PUBLIC HEARING, AND THAT BECAUSE THE PROPOSED DISPOSITIONS FOR LESS THAN THAT FAIR MARKET VALUE, THAT COUNCIL FIND GOOD CAUSE FOR DISPOSING OF THE PROPERTY FOR LESS THAN THAT FAIR MARKET VALUE. THE PROPOSED RESOLUTION MAKES THOSE FINDINGS IDENTIFYING THE DAVI'S CONTINUING OPERATIONS TO PROVIDE SERVICES TO DISABLED AMERICAN VETERANS AS MEETING THAT GOOD CAUSE. BASED ON THAT PROPOSAL, THE RESOLUTION ALSO SETS FORTH THAT CONDITION FOR DAV TO PROVIDE US WITH THAT ACCESS AND PUBLIC DRAINAGE EASEMENT AS AS DISCUSSED. ADDITIONALLY, THE PROPOSED DEED FROM THE CITY TO DAV INCLUDES SOME LANGUAGE THAT I BORROWED FROM AN EXAMPLE FROM THE CITY OF TITUSVILLE. CITY OF TITUSVILLE HAD BACK IN OCTOBER ALSO DONATED PROPERTY TO THEIR LOCAL DAV CHAPTER. AND IT HAS LANGUAGE HERE, AND IT'S HERE ON THE SCREEN. AND IT'S IT'S ESSENTIALLY A REVERTER. IN THAT SENSE, IT WAS GOING TO WIDEN MUNICIPAL LANE WITH A WIDER SIDEWALK AND SORT OF DRAW PEOPLE TO THE NEW HAVEN AVENUE CORRIDOR THAT WAY. AND THEN I'LL ALSO MENTION AN EARLIER ITEM TONIGHT, THE HOLMES PARK PLAZA, THAT ACTUALLY IS ALSO IN THAT SORT OF LOWER RIGHT CORNER OF THAT PHASE NUMBER ONE. SO THIS STREETSCAPE PROJECT WILL, YOU KNOW, COMPLETELY BLEND INTO THE HOLMES PARK PROJECT, WHICH WILL BE AHEAD OF IT. SO THE HOLMES PARK PROJECT WILL BE IN PLACE WHEN THIS PROJECT WOULD BE, WOULD BE PROPOSED TO BE STARTING. AND THEN JUST TO SORT OF REMIND COUNCIL OF SOME OF THE, YOU KNOW, THE PRETTY RENDERINGS THAT THE CONSULTANTS PREPARED. YOU KNOW, THIS IS REALLY GOING TO BE A COMPLETELY FULLY RENEWED STREETSCAPE. IT'S GOING TO LOOK VERY, VERY REFRESHED. A LOT OF NEW DIFFERENT MATERIALS AND SURFACES, CROSSWALKS THAT ARE RAISED. THE LARGE PICTURE THERE IS THE INTERSECTION OF MUNICIPAL AND NEW HAVEN AVENUE, THE UPPER CORNER AND LOWER CORNER. THERE ARE JUST VIEWS OF HOW MUCH WIDER THE SIDEWALK GETS. SO REMEMBER, YOU KNOW, WHAT WE BASICALLY TALKED ABOUT IS EVERYBODY WANTS WIDER SIDEWALKS, BUT THE ONLY WAY TO ACCOMPLISH THAT IS TO GAIN SOME WIDTH AND SOME WAY. AND SO THAT'S WHERE THE PROPOSAL TO CHANGE THE NORTH SIDE OF NEW HAVEN AVENUE, FROM THE ANGLED PARKING TO THE PARALLEL PARKING, YOU KNOW, WAS PROPOSED. WE DID TALK ABOUT BACK IN 23, THERE WILL BE THE LOSS OF 30 PARKING SPACES, AND THAT'S FOR THE WHOLE SECTION OF THE PROJECT. WE'VE SINCE DONE. OUR PARKING MANAGEMENT PLAN SHOWS WE DO HAVE A VERY ADEQUATE SUPPLY OF PARKING AVAILABLE IN THE DOWNTOWN AREA. SO I DON'T BELIEVE THAT THAT'S A CONCERN THAT WE NEED TO TO HAVE WITH THAT LOSS OF THAT PARKING. I THINK THE DRAW OF THE PEDESTRIANS BEING ABLE TO USE THIS SPACE WILL BE MUCH GREATER THAN THE PARKING SPACES THAT WILL BE AVAILABLE OFF OF THE NEW HAVEN CORRIDOR. AND THEN SO THIS WAS A COST ESTIMATE THAT WE LOOKED AT BACK IN 2023. WE'RE STILL USING THIS AS AN ESTIMATE. THAT MIGHT BE A LITTLE SMALL TO SEE UP THERE. BUT BASICALLY THE BOTTOM LINE, $24 MILLION. IT'S A BIG, BIG PROJECT. SOME OF THAT FUNDING WITH THE STORMWATER IMPROVEMENTS THAT ARE GOING TO BE MADE THERE, MAY THERE WOULD BE A LITTLE BIT OF STORMWATER FUNDING. ADDITIONALLY, WATER AND SEWER REPLACEMENT, THERE WOULD BE SOME WATER AND SEWER FUNDING THAT CAME INTO THE PROJECT AS WELL. OTHERWISE, WE'RE LOOKING AT BEING ABLE TO FUND THE CONSTRUCTION OF THIS PROJECT THROUGH THE CURRENT DESIGN MONEY, AND THEN LOOKING FORWARD AT CONSTRUCTION OF THE NEED TO BOND, WHATEVER THAT ADDITIONAL AMOUNT THEN WILL BE THE JUST TO GIVE YOU A LOOK AT THE THE BUDGET, THE ESTIMATED COST OF THE ENGINEERING DESIGN, WHICH IS THAT'S THE NEXT STEP WE'RE GETTING READY TO GO THROUGH, IS APPROXIMATELY $3 MILLION. WE RECEIVED THE MILLION DOLLARS IN THE LEGISLATIVE APPROPRIATION, AND THEN WE HAVE CURRENT CRA FUNDS FOR DESIGN, APPROXIMATELY $2.1 MILLION. THE WE'RE ESTIMATING THAT CONSTRUCTION FUNDING COULD OCCUR IN FISCAL YEAR 28. AGAIN, THAT WOULD NEED TO BE A BOND TYPE OF DEBT SERVICE THAT WE WOULD ENTER INTO TO FUND THE PROJECT. THE SUNSET DATE FOR THE CRA IS IN 2042. SO FIGURE THAT GIVES APPROXIMATELY 14 YEARS OR SO IN THAT TIME FRAME FOR PAYOFF OF THAT OF THAT CAPITAL AMOUNT. HISTORICALLY, THAT GRANTS IN AID FUNDING WAS USED FOR ALL KINDS OF THINGS IN THE PAST, INCLUDING PARADES, NONPROFIT AGENCY FUNDING, VARIOUS REQUESTS THAT COME OUTSIDE OF YOUR TYPICAL BUDGET PROCESS. BACK IN 2019, THAT FUNDING COUNCIL DIRECTED THAT FUNDING TO BE REDUCED DOWN TO $48,000. THE FOLLOWING YEAR, IT WAS REDUCED IN HALF DOWN TO $24,000, AND THEN WAS EVENTUALLY ELIMINATED.
